Tom currently serves as State Representative for the 16th Middlesex District which includes Lowell and Chelmsford.  Recently, he was appointed as the House Chair of the Joint Committee on Telecommunications, Utilities, & Energy.  Throughout his career at the State House, Tom has served on a number of committees, including Banks & Banking; Bonding, Capital Expenditures & State Assets; Community Development & Small Business; Election Laws; Healthcare; Post Audit & Oversight; Public Safety; Revenue; Steering, Policy, & Scheduling; and Chair of the House Committee on Bills in the Third Reading. 

As a State Representative, Tom has worked on a number of significant projects that have helped revitalize the Greater Lowell Area, such as the Bellegarde Boat House/Boat Ramp, the UMass Lowell Student Recreation Center, the UMass Lowell Emerging Technologies and Innovation Center, and the Route 3 expansion. 

Recently, Tom pushed for state funding to reopen the Tewksbury Detox Center, secured $200,000 for the Greater Lowell Health Alliance to provide opiate and substance abuse services, and helped recapitalize a $15 million fund to clean up 27 Katrina Road in Chelmsford. 

Tom continues to work in conjunction with the House Committee on Education and Joint Committee on Ways & Means to elevate Local Aid and Chapter 70 funding to the communities he represents.

On a community level, Tom serves as the Chair of the Merrimack Valley Convention and Visitors Bureau and is on the Board with the D’Youville Foundation.  He is a partner of a property management company and also works in real estate investment sales in Merrimack Valley.  Further, Tom is a licensed auctioneer and donates his auctioneering skills to charity events.   

Tom has been a life-long resident of and Lowell and resides in Centralville with his wife Joane and daughters Abby and Lilly.
